At that age, we used to love going to the Coyote Point Museum. Perfect rainy day spot with lots of room to run around and lot of things to touch. And it looks like they're open 12-5 today (MLK day)
You could always let him burn some energy off at the Little Gym. 18 months is a good age to take them. I think they have open gym time today from 12:30 - 1:30. Have fun and stay dry.
You could try the junior gym as well. They might be closer to you. It's a great place to go and I think the open gym class is only $5.
safari run in san mateo is also a good place to burn some energy
'365 Days of Creative Play' is a great book I used for the boys I nannied when they were that age. It's not rainy day specific, but has some great ideas.
